I may be nit-picking your statement, but...
You shouldn't be able to turn the pulley halve by hand, ever. The outer
section (called the adjusting flange) may be moveable, by hand or other wise.
 The inner half (called the pulley) should be firmly fitted to compressor
crankshaft (requiring a puller to remove). Some (but not all) of the pulleys
have keyways and woodruff keys that match keyway in crankshaft. In any
event, you likely would have to drive pulley on tapered crankshaft before you
can start the self-locking retaining nut, which is then torqued to 100 lb/ft.
IF you can turn both halves of the pulley with respect to the compressor
crankshaft, that is the problem.
