That's how it's to be sold. As I
understand it the HD are supposed to be
removed before the using agency turns
them in. I know this doesn't always
happen as I got three laptops for my
last unit that still had HD installed.
Two HAD been formatted but the third was
still loaded with some personal info of
the last user. I just DOS formatted it
because I wanted a clean install of the
OS.
