On your transfer, low doesn't engage all wheel drive. You can use low range
in rear or all wheel drive. Front drive engagement is by either the air
shift lever under the dash or by an overrunning clutch in the transfer case.
If you have the overrunning clutch, sometimes referred to as a sprag, then
you shouldn't be using lockout hubs. If you do have lockouts with the
overrunning clutch, your clutch is engaging anytime the hubs are unlocked if
it is working correctly. Do you have the airshift case?
