In Ohio, they told me I had to have a court order to use a bill of sale to get a vehicle registered. They recommended an attorney. Ohio is downright ridiculous.

In Indiana, unless the vehicle comes from a state where no title was required, then a title is required in order to have one issued. If it came from a state
where no title was required, then the previous owner must fill out and have a form notariized stating the situation. If you have a trailer with no title and make
up a story that it came from a state where no title was required, then you can apply for a title, get a police check, have them verifiy the VIN and inspect it and
several days later you are done.

My experience with Michigan is that they are almost as strict as Ohio.
