The accelerator pump in the M38/M38A1 is vacuum activated, NO Mechanical
Linkage.
Is there a chance the passage from the intake manifold to that valve's
diaphram is blocked?
No vacuum to the valve = alot more gas flow.

Also; the valve's diaphram can be leaky, same effect.
