Evilbay is real screwy about the way things are listed vs. their
rules. Things are not enforced evenly much of the time. This applies
across all categories.

For one glaring example, they pull some ham RF amplifier ('linear')
auctions because they think they are 'CB linears', but often the real
purpose-built CB linears remain! It's all in the listing.

Personally I don't care about or report what commo / MV stuff is sold,
but I am annoyed at keyword spamming. I am especially annoyed when an
item is listed simply as the model number of the item, and when I look
at it, only to discover it's not the item, but a manual. Waste my
time. I don't consider it worth reporting though. I just consider the
source and move on to the next item.
