M-37 ignition troubleshooting

I have a M-37 that seems to always have a miss in it.

I have taken wires off of spark plugs and hold the wire tips close enough to
get a spark between it and the plug. Everything looks O.K.
but it will still miss. Every once on a while, I will start it up and it
runs fine. My gut feel is that it is an electrical problem.

Someone please give me a few troubleshooting tips...in order...for checking
distributor/wires/plugs.

How can you tell if a sparkplug wire ( waterproof ) is bad ..or going bad.?
