It is a Mico brake lock. It is used to lock the brakes like a parking brake,
except for speciallized operations, like winching, etc. It operates by
keeping pressure in the lines, once you have stepped on the service brakes.
It says to put the handle in the down position to release brakes. If the
truck doesn't move, and you suspect a brake problem, and you have a Mico
brake, and you don't know what "Put it down" means, and you can't see upon a
physical inspection that this unknown item is somehow tied into the brakes,
...well...
