Deuce rear suspension: no shocks: why?

Why are there no shcok absorbers on the rears of a deuce? Not having them
makes the back
end very succeptable to tire balance and diameter. All the deuces I have
driven,
CCKWs to M35A2 seem to get a bit 'busy' as you approach their top speed.

As a point of reference, my 1941 Fruehauf Searchlight Trailer has 2 single
wheels on each side
mounted on a balance beam whose pivot is attached to the leaf spring similar
in
function to a deuce. It has 4 hefty shock absorbers.
