It all comes down to what the buyer agreed to at the point of purchase.
 If the agreement says "seller can take back whatever was sold for any
reason and only compensate for the actual purchase price".... well, the
buyer is SOL. There is ABSOLUTELY nothing inherently illegal about such
an arrangement since the buyer has the choice to not accept the terms.

We have had some similar issues around here with leased lands out in the
middle of nowhere. The leases clearly state that you can build whatever
you want on the land, but if the owner tells you the lease is cancelled
you have remove whatever you built at your own expense. Some people
didn't care about the fine print because for more than a 100 years that
lot had been leased without problems. Then they went and built $300k
homes on them thinking the risk was next to zero. Then whaddya know...
the land changes hands to an environmental conservation group or "private
kingdom" and boom... $300k house has to be removed at owner's expense
within 3 months. Legal challenges failed because the lease arrangement
was clearly stated and known to the party before they took over the lease
to begin with. In other words... TS.

Now, I am not saying I agree with the specifics of this GL case, just
stating the FACTS that if the agreement says the government can do
this... there is basically nothing you can do about it from a legal
standpoint.
