Many years ago I was employed by the US Govt., one way to get a
commendation was to come up with some obscure regulation that was not being
enforced. Bring this reg. to the light of day and they (big boss) has to
enforce in (easy to do) or get it changed (very difficult), so he/she
enforces it.
I never got commendation for this but did get one for designing/writing
another form to fill out.

Forgive my ignorance, but these radios look like many civilian
'walkie-talkies' or police band patrol radios. I fail to see what features
they might have which would be a threat to the civilian world. If they were
satcom radios or had special encryption capabilities I could see a problem.
If the radios really are not something special, we all might have something
to fear for our HMV's. Can anyone comment on this question?
