The RT 1439 (that this guy has been selling)does not have the embedded
COMSEC but the policy of the DOD is to demil them if they are going to be
released. FEMA did buy a number of RT1439 units for interoperability with
mil units at disaster scenes, so some of the Sincgars are out there in Civ
hands in other Govt agencies. There was a guy last year at Churchville
selling the RT 1439's ex-FEMA. They are rare and expen$ive however. The
RT1523 has embedded COMSEC in it and will be a lot more unlikely to be seen
on the market.
