Dave,
        I don't know when they started using them, but I do know that I have
found original photos of WWII vehicles painted in blue with yellow lettering
in aircraft test photos dating from 1951. Hope this helps. I love that
paint scheme, and am looking for something to paint in it. I am considering
doing one of my Carryalls in the scheme.
