In New York State, the Federal Excess Property rules state that after 18
months, a motor vehicle can be sold to the public by the organization to
which the vehicle was "donated". Office equipment, tools, etc, have their
own timetables. In Pennsylvania, I believe that the same rules apply.

There is a Borough (Township) highway department in PA which regularly
obtains military trucks (their entire fleet is M-series), keeps the trucks
for a few years, and sell them at auction, usually for much more than their
original "donated" (purchase) price. The superintendent of highways is a
local hero, as his department has a positive budget, rather than a negative
one.

I have bought a couple of trucks from them, as have a couple of my friends.

Apparently the difference between these examples and the one being discussed
on the list is that the Forestry Dept. has gotten into the chain of
ownership, and they have different rules.
