Can I suggest two things to check? First, make sure your ground straps
are all there, unbroken and uncorroded at where they connect. If the
ground cable from the batteries is connected to the frame, then make
sure there is also a solid ground strap between the frame and the engine
block as well.

The one other possiblity it sounds like is a dead cell in one of the
batteries. Sometimes if the plates in a battery get hot and warp just
enough to touch each other, or if enough sediment builds up at the
bottom of the battery to allow the plates to short out, then it will
read the correct voltage in a static condition, but once you put a load
upon it, the voltage will drop and give either very low power, or
sometimes absolutely nothing.

These may have already been suggested and checked out, and if si, I
apologize. Just trying to help. Only other thing that jumps to mind
might- MIGHT be a bad ignition switch.
