HMMWV owners: How?

Hello, I'm a noobie to the list. I've been reading for
a while and now I have some questions. There seem to
be a lot of mil-spec HMMWV owners out there. So far
everything I've read says it's nearly impossible to
obtain a decomissioned HMMWV. What's the secret? What
have I missed?
