If they're combat type vehicles, they don't have to stop at scales.
They pay no fees.
The federal government is self insured. A friend of mine is still
trying to get paid for her that was totaled when a reservist driving
a HMMWV barrelled out of nowhere and T-boned her car, while she was driving
on a state road here in Orange County, CA.
I'm not sure what "driveability" is. However, military vehicles,
including airplanes and ships aren't built to any commercial standards.
Each one is built to a specific standard that defines the vehicle.
For instance, the U.S. Navy P-3 Orion is built to a Navy System
Definition...SD562. So, I'm sure that, if you look around, you'll
eventually find the military specification for just about any tactical
vehicle, from the Abrams tank to the M151 M.U.T.T.
