I understood that the GSA has the ability to loan ex-military vehicles to
local state emergency groups for indeterminant periods of time. When the
states are done with them, they are sold via the GSA auctions, but again
state and federal agencies have first dibbs on them.

I'd contact the nearest office of the GSA and go and talk with them. Check
out GSA.GOV and start calling! I've found the GSA to be pretty easy to
deal with.
