I used to be a NYS inspector. As of 18 years ago, there were only minimum tread depths that needed to be met. Unusual wear was used as an indicator of chassis problems, but never disqualified the tire unless areas fell below tread depth limits. I think it was 5/32 of an inch was the minimum, but don't recall exactly.
