Henry,
Do you have equipment in the shelter?
It is possible someone has used a ground to replace the neutral. The
current you are picking up may be feeding through a piece of equipment
to the ground.
Try unplugging all equipment. See if your problem goes away.
You can also try turning off all the breakers in the shelter sub panel.
If the problem goes away, isolate which breaker it is associated with.
If you open the panel, check to see that the grounds and the neutrals
(white wires) go to different busses (connections in the panel). Since
it is acting as a sub panel, they should.
Let me know what you find.
