M151A2 Fuel Pump Question

I have an M151A2 that I bought in restored condition. I noticed that the former owner had added a civilian fuel pump in series with the military one. I never asked him then and have since lost contact with him. The military one works on it's own, so I am curious why this may have been done. Are the military 151 fuel pumps problematic? or is it just a fluke?
