Hi Bob and list ,
The filter only half full is not a problem .
Your ignition scatter is ! Check the distributor base plate is secure and
all parts connected to the points Etc . Check the distributor shaft and
bearing/ bushes for wear . ANY looseness in the parts carrying the points or
cam may cause scatter especially at low revs .
