Brake problem on a M35A2???

Hi all. Here is a concern on my 71 M35A2.
I recently had the truck serviced (and spent alot of money at that), anyhow, among other things, I had 4 of the 6 wheel cylinders replaced since the old ones were leaking according to the shop. I also found that, as a good opportunity to have the new kit installed (from Saturn surplus), converting the brake switch from fluid operating, to air.
Before the truck went to the shop if I released the hand brake and rolled back in reverse on my almost level driveway, the truck would keep rolling some after the truck was taken out of reverse and the brake was not pressed. Today, after getting the truck home from the shop 2 weeks ago on what I though was ok with the drive to the house, I started it up and after it warmed up, I put it in reverse to back out, but this time with no accelerator pressed the truck back up kind-a sluggish and after the clutch was depressed it pretty much stopped immediately. The same thing happened going forward. Giving it some "gas" it would move up ok but again stop almost immediately after the clutch was depressed. I didn't see any wheels dragging as if they were locked, just sluggish.
For the 2 weeks the truck was here from the shop, I didn't touch it because I was busy at work. I am hoping that nothing went wrong and it is just that the brakes are tight after maybe being adjusted when the brake work was done.
Does that make sense or am I in trouble?
I heard of stories where the booster goes south, but it was only sitting for 2 weeks and I do put in an ounce of hydraulic fluid through the plug once a year.
I don't know however if when the booster goes bad, if it locks the wheels where they drag or they do what I am experiencing now. Can any one advise me?
If the wheels are sluggish because they are locked I can't even have it towed to the shop without damaging things.
The shop was closed tonight so I couldn't call and ask if they adjusted the brakes to the point where they do what they do now. I would have to wait to Monday.
Bottom line, I hope that the brakes were adjusted tight and that's why they feel different than before and also that's why the engine seems to labor some and the truck don't roll free as before. Please advise!

By the way, yes the emergency brake is released and I can see the pads for it, below are apart from the drum.
