Absolutely correct-we have had more difficulty with Agriculture than Customs
when moving HMV's across international borders, especially tracked vehicles
as these by definition are "off-road" primarily and must be free of mud,
dirt and dust in order to pass inspection.
There are bonded cleaning companies at most shipping locations that will
professionally prepare your vehicle and provide you with an official
certificate for you to present to the "bugman" on arrival at destination.
Don't scrimp; the alternatives are extremely expensive and in a worst case
scenario can result in the vehicle being denied entry and returned to sender
(unopened).
