Looks like some kind of spanner wrench. If the head is brass, then
it was probably used where it was too dangerous to risk making
sparks or to keep from messing up a part. All the tools used
inside of Parker Dam are made of brass. They don't want any
sparks for fear of explosions, fire, etc. Wrench looks really big and
strong though!
