To test a set, you only need to buy a set. To buy a set, I only need to make
a set. To make a set, I only need $10,000 tooling and R&D costs.
When I have enough firm orders, (for instance, in this case, "enough" means
"many") I will commit my money, unless someone else wants to step up?
