Yes the car being towed absolutely has to have plates, either its own set or
temporary Repair plates that are carried by the wrecker driver to attach to
the towed vehicle. They are ussually on magnetic mounts for ease of use and
are backed up by compulsory repairman insurance. If not it has to go up on
a ramp truck.

We are not talking about equipment. We are talking about trailers. Just
because the trialer happens to be designed to do something like split wood
it is still a trailer when it is towed behind a vehicle on a public way on
ITS OWN WHEELS. Don't know why this is such a debate. The trailer plate is
cheap and simple to get.
