No I havent missed it, that IS the point. The point is that all states do
not have the same regulations on a lot of things, MV being just one. As a
matter of fact most of the MV law in MA is not even law but Civil
Administrative Regulation made by the Registrar of Motor Vehicles. Except
for the issue pertaining to Interstate Commerce it is all under "States
Rights". Some rules and regualtions are reciprocal with some or all of the
several states and some are not. The operators conduct will be judges by
the State courts applying the law or regulation of the State the court is
part of. Many states are highly restrictive. You know the list of
suspects....MA, NJ, CT, CA etc. A traveller from a foreign state is
responsible for knowing the issues he will face when travelling through a
state and not assume that it is always the same as his home state. That is
the only point I am trying to make, as a retired after 36 years PS official,
Commercial Vehicle Enforcement Officer and Officer of the Court, since all
of us in the Mil Veh hobby are always driving to other states in all manner
and size of vehicles. We always want to see a happy trip be the result.

I think the point you are missing is not all states require a log splitter
"in this example" to have a plate.

Yes you would, and do need such knowledge. This is not a problem in
practice since most people just assume you need plates on things you run on
the roads.

So if I drive through MA pulling my log splitter and
my state does not require a tag then I have to stop at
the local DMV and get a tag? I think this is what Ryan
was getting at. That would require that every driver
have intimate knowledge of ever motor vehicle related
law for each state that they pass through.
