Yes. The Humvee has always had this feature, and my M151A2 does too. The
parking lights can be on by themselves or with when the headlights are on
with no extra switches etc. Uses the stock 3 lever switch.

If you just make the wiring of the lights the same as the humvee or the
M151A2 you are able to run parking lights by themselves or with the
headlights, all right from your existing 3 lever or digital master light
switch. Or you can add a switch as below.
