Took me 5 minutes on Google.

The California State-Point-of-Contact (SPOC) for the
1033 Program was inspected by the DEFENSE LOGISTICS
AGENCYâs Law Enforcement Support Office in December of
1998. This inspection/Site Visit is in compliance with
the Memorandum of Agreement (MOA) signed by California
in June, 1997. All LEAs, certified in the program,
agreed to abide by the same terms and conditions of
the MOA and the California Plan of Operation. It is
MANDATORY that each agency maintain a data base of all
equipment received, status of same, and disposition if
the equipment is no longer maintained by the agency.
Items received by your agency which are stamped
"DEMIL" have strict controls and must be accounted for
and disposed of in accordance with "DEMIL
Regulations", after receiving guidance from the SPOC.
Transfer, Disposal, 1348 confirmation forms are
available from the CCDPP either by fax or email. Any
questions or request should be directed to:
