Joe, the object that you describe is a called a drive flange, and transmits
power from the axle shaft to the wheel. It is the part that is replaced by a
lockout hub.

Does a halftrack have front wheel drive? If so, then it can't just be a
simple dust cover, can it? it would have splines to engage the front axle
shaft.
