Arthur ... I thought you were CO of the Special Maritime Accident Review
Team or SMART.

We had a program similar to the state police sobriety checkpoints that our
agency did on the waters of the state (Maryland).

The program was called SWAMP or Safer Waters through Alcohol Monitoring
Patrols.

However, during all of these SWAMP patrols that I had the great pleasure of
working ... it rained. Not a lot of fun in a small
open Boston Whaler.

I had a slip of the lip that got quoted in one of the local papers when a
reporter asked what SWAMP stood for.

My answer, without proper thought about speaking to the press was:

"Today it means - Soaking Wet A**ed Marine Police."

That earned another reprimand.
