Hi Joe ,
             It sounds to me as the though the master cylinder has gone !
The residual pressure would be enough to hold the brakes on with the air or
vacuum assistance .
OR you have a very bad leak that only shows under pressure !
apply the brakes several times and check the level in the MC , if it`s
dropped then it`s a leak, check round for signs of fluid at hoses or running
from drums , look on the ground under the wagon !If not then it`s the MC.
The non return may be failing , or the main seal past it ! An unconventional
but simple way to test is to put a pressure gauge on the line from the MC
and read , at a guess about 500 - 1000 PSI . This can be repeated on the
line from the air pack as well .
