I've done over 300 transactions on Ebay - both selling and buying.

Slimballs are slimballs on Ebay or off. I bought a truck from a guy in
Ohio - was the high bidder - was told it was running - then after
winning was told it needed the engine reassembled. So apparently it was
  not running - at least that's my best guess. (;->) Fortunately I
found this out before I sent the cash and before I drove 200+ miles to
pick it up.

Bought a Sailboat from a guy in Grand Rapids, MI. Turns out he didn't
own the sailboat, but he had "almost" bought it from a guy in Florida -
in a previous ebay auction. Talked to Ebay about the obvious fraud - I
caught the guy red handed - he claimed someone stole his Ebay ID, and
tried to sell the boat that he "almost" did purchase.... on and on and
on...

Ebay suspended him for two weeks and then turned him back on. He had a
postive-only feedback of about 150 at the time. This guy even lied
through his teeth on the phone. Really bad.

The only way that Ebay might do anything for you at all, and that is a
big "if", is if a substantial amount of money has already changed hands.
  If no money has changed hands or the amounts are small (<$100), then
forget it. I pointed out the sailboat fraud - I even found and talked
to the guy he "almost" bought the sailboat from. Ebay said that since
no money changed hands they would do nothing and that I should be
careful!?!?

Most of the "safe selling" stuff on ebay is strictly a con by Ebay. The
only thing that works is the sellers rating. If the guy is an absolute
liar, he won't last. But relying on Ebay to "protect" you - now that is
a laugh! They watch out for themselves and that is about it.

You can spot most ofthe slimeballs pretty easily after some experience.
  For most sellers, if they have a 200+ positive feedback, then they are
pretty upfront people and you can pretty much safely deal with them
offline or on. It really doesn't matter IMO.
