This would seem like a logical solution - and if it were possible, I
would think that it would be done by the manufacturers. I don't believe
that you can fuse that link effectively. Spinning a stubborn motor with
a 12 volt or 24 volt motor is very close to a short circuit. Too close
in fact. I doubt that a fuse could differentiate between a faltering
starter and a stubborn starting engine. Hence if you setup a fuse to
blow when the starter falters - it is likely that you would have
nuisance fuses being blown each time you had to crank it over a little
more than usual.

I'm sure a more elaborate protection scheme could be designed, but it
could get expensive, and car makers are not into putting in any cost
that doesn't have a direct impact on increased car sales or safety.
