Here in Maryland, one of the most heavily taxed states, one of the major
headaches is that Maryland will title your vehicle even if your name is not
the one on the form 97, but they will want the sales tax for BOTH transfers unless
you are a dealer. I have titled many former governemnt vehicles and if its
a veteran Maryland DMV clerk, it ususally works out, but if its a rookie they
start asking for notorized bill of sales, photos, etc. A lot of people used
to put a nominal amount on the forms you fill out because many times the form
97 does not list the amount of the sale. Maryland got even a few years ago
when they started a minimum tax of $25 based on a sale of $500. I bought a
trailer at Fort Meade last year for $40 and still ahd to pay the $25 sales tax.
Hopefully you still live in America and not Maryland and don't have similar
problems.
