Civil defense operated under a different set of rules. They were required to
keep the vehicles for a specified time frame, usually 5 years, after which
they were given legal rights to the equipment. They should have been given
SF97's but not in all cases. Most of the time they had to contact their Gov.
agent who assigned the equipment and ask for the forms. You really don't
need the SF97 to obtain title as long as you have a bill of sale from them
and they met the requirments. I have purchased lots of vehicles from Civil
Defense and most of the time never got titles or SF97. If you haven't gotten
a title just ask your local DMV how to obtain a title without the original.
