Thank you very much for digging this up. This is the first thing I have
seen lately which looks like a real document. I will have to find out if
this is current, but it is very valuable nonetheless since it starts to
give us an idea of the wording and concepts they are using to justify their
position.

Effective 1 July 1973, the U.S. Army transferred its worldwide
property disposal program (except Vietnam) to the Defense Supply Agency;
therefore, future decisions concerning surplus M141 series vehicles
will rest with that Agency.
