We have been using solar powered trickle chargers in the US Army for a
while now. They are used on vehicles ranging from Humvees to M1A1s and
usually the solar panel is attached by velcro to the outside of the
vehicle only when it is in use, and then when the vehicle is being used
the panel is stowed inside. I don't know the NSN but from the looks of
the units they are probably a commercially available unit adapted to
military use.
