[MV] WWII Memorial in Washington, DC

Has anyone have heard anything about a WWII Memorial being built in
Washington, D.C. My sister got a thing in the mail supposedly from the
American Battle Monuments Commission, signed by General Fred F. Woerner,
USA (Ret). It offers a chance to enter a person's name in the "registry
of remembrances at the National World War II Memorial."

My dad is a WWII veteran of the 491st Bomb Group '44-'45. My family
would like to possibly participate in the memorial if it is on the up
and up. It is unfortunate, but with so many scams going on these days,
I wanted to check up on this before giving any cash.
