[MV] Gas Tank & Tires

Two questions:

1) An uncle of mine is restoring an old truck and wants to have the gas
tank "boiled out." Is there anyone in the Charlotte, North Carolina
area who does this? I've read ads about using a chemical wash that
eliminates the need to have a tank boiled out. But how well do these
chemical wash methods work?

2) My '43 Federal has 8.25 x 20 tires which are hard to come by (I
can't afford new ones, so am looking at getting some decent used
tires). I can find plenty of decent 7.50 x 20 and 9.00 x 20 tires. Can
I switch to either of these without compromising safety and handling?
If so, which should I use? I know that one has to watch using too wide
a tire (9.00 x 20's ??) on the rear duals as they may rub together under
a load and overheat. Any advice?
