I don't know about elsewhere, but here in Texas you can't buy Mil surplus
paint thru surplus dealers. Due to the fact that they have been
clssified as "hadardous waste" (probably by EPA) surplus stores are not
authorized to sell even paint to repaint footlockers! I suspect, if it's
an EPA reg., then it'll be the same story everywhere.
