With great difficulty.

Measuring the capacitance value requires a complex and expensive bit of
test gear; measuring the high voltage leakage/ breakdown requires another=

piece of gear with potentially lethal applied voltages.

Assuming its the distributor condenser (otherwise you'd have probably
called it a capacitor) just replace it as they're only a couple of bucks
each.

Even if you found the original to be faulty it can't be fixed anyway.
