Since the Guage reads both directions, it probably is not the guage. =
Since it is stuck on 'empty' when connected, it is probably the sending =
unit, or possibly a shorted wire. To check for shorted wire, disconnect =
the wire simulaneously at the guage and at the sending unit. Apply a =
ohmmeter to ground and the wire, being careful not to let either free end =
of the wire touch anything. If the meter moves (i.e., something other =
than infinite resistance) you have at least a shorted wire. =
Replace/repair the wire and try again.

I have a full tank of gas. When I turn on the ignition switch, the needle
goes only to Empty. If I disconnect the wire at the sending unit, the =
gauge
goes to Full. Does this mean the sending unit is bad or the gauge ?
