[MV] Removing M37 Horn Button

My horn doesn't work and I have traced it down to either a faulty horn wire
inside the steering column or a faulty horn button. I will probably end up
purchasing a horn button kit, but I'm having difficulty removing the old horn
button.

I followed the directions in TM9-8030 says to push in on the horn button and
turn it clockwise. However, I can't get mine to turn more than about 1/4
inch. Can anyone offer any tips on removing the horn button on an M37?
