I am not familiar with the specifics of the M151A2 engine, but with most
OHV engines, a magnetic pickup tool can be used under normal
circumstances to remove the lifter from above, once the head is
removed. Unfortunately, one cause of your problem could be a seized
lifter, in which case the magnetic tool probably wouldn't work.
