Andreas is quite right. % of grade is measured the same way in railroading.
1% = 1 unit of rise per 100 units of forward progress; use which ever unit
you like. 100% is 100 units of rise per 100 units of forward progress; 45
degrees of angle.

As an aside, a 2% grade is stiff for a train, 55 being very near maximum
grade (and only minimum tonnage).
