I believe that the M37 has a vacume operated accelerator pump like the M151

If so, when are the two times you lose vacume and inject a shot of gasoline?

1. When it is running and you step on the gas pedal

2. When you shut the engine off....

Number 2 gets my M151 all the time. In the summer I run it w/o the hose to the
air cleaner because of this. Better to eat a little dirt (M151 engines are
cheap) than to burn out the starter or kill the batteries from cranking to
clear the flood condition. You can actually watch this happen on an M151 if
you disconnet the air cleaner hose. By leaving the hose off, you give the carb
a chance ot air out this last squirt.

If you have to hold it to the floor to get it to start, it is flooded.

My M151, when cold you pull out the choke and start it. If you cannot push the
choke back in fast enough and it stalls, you must push the choke in and hold
the pedal to the floor.
