Mark,

The primary or longer lining is on the front on each wheel. The way the
shoes work, when the begin to engage, the front/longer shoe tends to
"pull" against the drum. This is because of the wheel cylinder being
mounted on top with the pivot on the bottom. The rear shoe is pushed
back toward the center or away from the drum by the braking action.

Hope you can understand this description. It is much easier to explain
in person while looking at a brake set-up.
