I think a proper valuation would start with a history of ownership of the
vehicle. Where did it come from and who has been in the chain of ownership
from the manufacturer to now? Since the official DOD policy on the HMMWV
does not allow them to be sold as surplus intact, there has to be an
explanation available. Perhaps this was a prototype never owned by the
government. The value of the vehicle (if as described) will be quite high
($50 to 65k?? More??) if there is proper documentation of ownership and much
lower if not.
